Communication, Proportioning and Double Posting - Lessons Learned from Boundary Panel Case 2011-19
The focus of this year's regional meeting is a presentation and discussion about proportioning and double posting within the context of the panel's decision for Boundary Panel Case 2011-19.
A copy of the Boundary Panel's report for this case is available for download from the MyMember area of the ALSA website (MyMember - Members and Committees - My Committee - select your membership type). To supplement the panel's decision, Dr. Alec McEwen was contracted to conduct research on the applicability of mathematical proportioning to boundary re-establishment, double monumentation and the possible application of a limitation period to the validity of old surveys. Dr. McEwen conducted an extensive search of relevant literature, including legislation, case law and professional publications and corresponded with and/or interviewed persons familiar with the types of problem exemplified by Boundary Panel Case 2011-19 before preparing a detailed research paper.
The research paper prepared by Dr. Alec McEwen and the Director of Surveys' response to the research paper is also available for download from the ALSA website.
At the regional meeting, Dr. McEwen will present his findings.
