The focus of this year's regional meeting is a presentation and discussion about proportioning and double posting within the context of the panel's decision for Boundary Panel Case 2011-19.

To supplement the panel's decision, Dr. Alec McEwen was contracted to conduct research on the applicability of mathematical proportioning to boundary re-establishment, double monumentation and the possible application of a limitation period to the validity of old surveys. Dr. McEwen conducted an extensive search of relevant literature, including legislation, case law and professional publications and corresponded with and/or interviewed persons familiar with the types of problem exemplified by Boundary Panel Case 2011-19 before preparing a detailed research paper.
